Last week, the CDC and the ACIP expanded recommendations for booster shots to include all adults ages 18 years and older who received a Pfizer-BioNTech or Moderna vaccine at least six months after their second dose. While we are still focused on providing primary series vaccinations for those who qualify, providers in Gallatin County are also giving booster doses for all three COVID-19 vaccines.

The Gallatin County Commission voted today to provide a $309,000 subgrant award from the county’s COVID-19 relief funds to Greater Gallatin United Way (GGUW) to stabilize and staff the afterschool childcare program known as kidsLINK. Out-of-school-time programming will assist families, businesses and school districts in Gallatin County by rebuilding the local economy and social services that have been negatively impacted by the COVID-19 pandemic.

Gallatin County District Court Judge Rienne McElyea recently delivered a split decision in the case Gallatin County filed against the City of Bozeman over the cost of improvements to roads around the Gallatin County Regional Park, Oak Street and Ferguson Ave., in Bozeman.

Judge McElyea ruled that the city’s Special Improvement District (SID) 745 was created illegally, but also ruled the county should have challenged the construction contract for the road improvements before construction started in 2017.

As the county’s challenge to the contract was not successful, Judge McElyea ruled the 2002 agreement the county entered into when it bought the Regional Park property required the county to pay the cost of the improvements, which totaled $903,426.65. In the past two years the county has already paid, under protest, $618,028.71, which will be used to satisfy payment of the construction costs.

Gallatin County Attorney Marty Lambert said, “In March and April, 2017, the County Commissioners were faced with a very difficult decision – whether to stop a major construction project on Oak Street when the city and the contractor were ready to start construction. I fully understand why they chose not to pursue that course.”

The county and city commissions will consider resolutions next week to wrap up the case. Neither the county nor the city plan to appeal.

The Gallatin Rest Home Auxiliary volunteers are again holding a virtual fundraiser to help provide the merriment and traditions of a normal holiday season to Gallatin Rest Home residents.

The mission of the Auxiliary is to enhance the lives of the Gallatin Rest Home residents in Bozeman. The group compliments nursing care with extra comforts and opportunities, such as holiday programming, tours, music, room furnishings, sensory garden therapy, personal care items, visiting, crafts, movement, needlework, all kinds of art activities, reading, the aviary, fish tank, picnics, companionship, and much more. Money raised in this year’s Vision of Sugarplums fundraiser will be used throughout the year. Every dollar donated benefits the residents of the rest home directly. Help us lift their spirits during these difficult times.

After careful consideration, the West Yellowstone/Hebgen Basin Solid Waste Board has decided to permanently cease operations at the West Yellowstone Compost Facility, effective Monday, Nov. 8.

Great effort and expense has been invested in sustaining the program over the last 18 years and there were some successes during that time. However, more recently, the negative aspects of the program have far outweighed the positives.

The reasons for this decision include:

• The cost to run the program far exceeds the benefits of composting, on average, 600 tons of food waste per year.
• The quality of the feedstock received to compost is far below the industry standards to produce a quality, marketable product.
• Despite repeated attempts to refine and restructure the program over the past 18 years, costs and inefficiencies have increased.
• The Solid Waste District has had to subsidize the compost operations at the expense of the rate payers of the District.
• The Board feels the resources used to process, refine and finish the compost have a greater carbon footprint and contribute to increased greenhouse gasses than the waste being diverted.

The West Yellowstone Transfer Station will not be affected by this decision and operations will remain the same. It is the Solid Waste Board’s intention to provide the same efficient and seamless solid waste disposal service to Yellowstone National Park as in past years.

The Board appreciates Yellowstone National Park for the financial assistance, operational support and guidance during this venture. The Board hopes that the partnership between the Solid Waste District and Yellowstone National Park remains strong and mutually beneficial for many years to come.
